Biography. Dr. Minerva Garcia-Sanchez is a visionary educational leader committed to transforming school systems through equity, instructional excellence, and collaborative leadership. As Superintendent of DeKalb CUSD 428 since 2021, she has centered her leadership on cultivating strong instructional cultures, building collective efficacy among educators, and expanding holistic opportunities for all students. Under Dr. Garcia-Sanchez’s leadership, DeKalb CUSD 428 has implemented a comprehensive five-year strategic plan that aligns resources, professional learning, and data-driven decision-making to enhance student outcomes. Her tenure has ushered in major district milestones, including a $33.8 million investment in school renovation and expansion projects, the relocation of the 18–22-year-old young adult transition program to a dedicated residential facility, and expanded access to professional learning for teachers and leaders. With 30 years of experience in education, Dr. Garcia-Sanchez previously served as Chief of Schools for Chicago Public Schools’ Pilsen/Little Village Network (Network 7), where she led instructional improvement, bilingual and dual-language expansion, and principal development across diverse school communities. Beyond her district leadership, Dr. Garcia-Sanchez is a sought-after coach and mentor for emerging and experienced leaders at the local, state, national, and international levels. Her work supports superintendents, principals, and leadership teams in advancing systems change, strategic alignment, and culturally responsive practices that elevate student achievement and community trust. Dr. Garcia-Sanchez earned her Doctorate in Urban Education Policy from the University of Illinois at Chicago, a Master’s in Instructional Leadership and Bilingual Education certification from Chicago State University, and a Bachelor’s degree from Loyola University Chicago. A recognized thought leader in systems transformation, equity-centered leadership, and community engagement, Dr. Garcia-Sanchez brings a deep commitment to developing and empowering educational leaders who inspire sustainable impact from the classroom to the global stage.
